About the PIC Framework




Bringing private sector investment into new build and refurbishment projects.

The commissioner and framework sponsor, Yeovil District Hospital NHS Foundation Trust (YDH) is widely regarded as one of the UK’s most innovative and commercially-minded NHS organisations. Having embarked upon an ambitious estates development programme, it is becoming a showcase for other NHS providers, demonstrating how it is transforming its local health and care system at pace.

 

Through the Framework, the Trust, Prime and a range of other public and private sector bodies can access experienced, market-tested building contracters and benefit from use of a quick, efficient and flexible vehicle for the construction of privately funded new build and refurbishment projects.

 

The PIC Framework Manager

As Yeovil District Hospital’s strategic estates partner, healthcare property company Prime is responsible for managing the Framework.

Prime’s development expertise, which spans more than 20 years working at the forefront of the healthcare sector, includes a wealth of experience in supply chain management, ensuring an open and transparent approach on each and every project. Having delivered goods and services for the NHS and a range of other public sector clients, Prime’s experience and knowledge is focused on improving value for money and delivering projects on time, within budget and to the highest quality standards.

As the Framework Manager, Prime works with Contractor Partners throughout the life of the Framework – monitoring project performance to improve quality, generate cost savings and reduce delivery time.

How it works

The Framework covers the provision of building works and services and can be used by any public sector body or private sector organisation across England and Wales.

Public sector bodies that are able to access the Framework include:

  • NHS Trusts, including Ambulance Trusts, Mental Health Trusts, Community Care Trusts, Acute Trusts and NHS Foundation Trusts;
  • Clinical Commissioning Groups CCGs;
  • Primary Care Providers;
  • GPs;
  • Special health authorities;
  • Local Authorities;
  • Non-departmental public bodies;
  • Third sector organisations and charities;
  • Registered social landlords;
  • Educational establishments;
  • Public private joint ventures.

Lot 2 - South Central

Lot 1 - National

Overview

Providing national coverage, Lot 1 is for the delivery of schemes across England and Wales, with a contract value generally in excess of £10million.

Using the framework

Using the framework is simple. By entering into an Access Agreement with YDH, public sector bodies and private sector operators can use the framework to deliver a range of new build and refurbishment schemes.

Based on the contract value and project location, contractors are selected from the appropriate ‘Lot’ using a ‘mini competition’, ensuring the right experience and best value for money on each and every project. With the support of an experienced team, the Framework Manager will run the selection process, providing advice and support at every stage – from preparing the ‘call-off’ pack to evaluating the tender submissions.

Once selected, the successful contractor will work collaboratively with the client to develop the design, construction programme and a detailed cost plan for the scheme, ready to sign the main building contract at financial close.

Lot 2 - South Central

Overview

Covering the south and central regions of England, Lot 2 is for smaller projects, generally below a construction value of £10million.
